Submit your request at the link on the HERE button in this question's sentence. Some places on Flex's FAQ's say reactivation requests need to be submitted 3 days, or whatever, before the 1st of the month. That's not true. It's taken me up to 2 weeks to get my account reactivated. Cancelling is easy. Reactivation needs a lot more time.
